Zoltán Turbék

Deputy Permanent Representative of Hungary to the UN

Zoltán Turbék is an international lawyer, career diplomat and former UN (IAEA and WHO) legal officer with close to 20 years of experience in multilateral diplomacy and international law-making processes, and a long-time interest in technology and law, as well as passion for improving system-wide cooperation among international organizations and building partnerships. Mr Turbék currently serves as his country’s Deputy Permanent Representative to the United Nations and other International Organizations in Geneva. Between 2020-2023, he acted as Director of the Department of International Organizations at the Hungarian Ministry of Foreign Affairs and Trade. Since 2022, he’s been acting as Head of Delegation in the Committee on Artificial Intelligence (CAI) set up by the Council of Europe to draft the first-ever international treaty regulating AI, human right, democracy and the rule of law. Mr Turbék also had the privilege to co-chair the Policy Development Group of the Council of Europe’s Ad Hoc Committee on Artificial Intelligence (CAHAI) during 2019-2021. In addition, as his country’s head of delegation, actively contributed to the negotiations that resulted in the adoption of the UNESCO recommendation on the Ethics of AI in 2021.
